During the time of Exodus 19, the Levitical priesthood had not yet been established. So my question is, what priests were God referring to in Exodus 19:22 and 24?

Hi Billy.
Before the Levitical priesthood began, the head of each clan/family acted as priest for that clan/family. That is why Moses’ father-in-law offered the sacrifice instead of Moses or Israel’s other elders in Exodus 18:12. He was the elder in Moses’ family, and Moses was considered the head of Israel.
Incidentally, in case you are wondering about it, God changed the system from having the elder of each family to having the Levites as His priests in Exodus 32, after the golden calf incident.
