If “rulers are not a terror to good deeds”, how does that coincide with laws which oppose speaking the truth?

Hi Wendell:
In that verse from Romans 13, Paul was speaking generally, and that is a good general rule.  But he would have agreed with Peter’s two confessions:

(1) that we should submit “to every ordinance of man for the Lord’s sake” (1Pet. 2:13) and
(2) that when men make laws contrary to the will of God, then “we ought to obey God rather than men” (Acts 5:29).
